The City of Salem, Ore., founded in 1802, owns and operates its water, electric distribution and sewerage systems. It is spread over an area of more than 14 square miles and has a population of over 27,000 residents. The city operates a library, visitor s center, Salem Museum and various parks, as well as the Salem Fine Arts Commission.
